In accordance with relevant Chinese laws and regulations, as well as the provisions on quarantine and sanitary requirements for animal‑derived products exported from Kazakhstan to China reached between the General Administration of Customs of the People’s Republic of China (hereinafter referred to as the Chinese Side) and the Ministry of Agriculture of the Republic of Kazakhstan (hereinafter referred to as the Kazakh Side), import of animal‑derived products from Kazakhstan that meet the following requirements shall be permitted with immediate effect.

I. Basis for Inspection and Quarantine

(1) Biosafety Law of the People’s Republic of China; (2) Law of the People’s Republic of China on the Entry‑Exit Animal and Plant Quarantine and its Implementing Regulations; (3) Measures for the Administration of Inspection and Quarantine of Non‑edible Animal Products Entering or Leaving China; (4) Protocol between the General Administration of Customs of the People’s Republic of China and the Ministry of Agriculture of the Republic of Kazakhstan on Quarantine and Sanitary Requirements for Animal‑derived Products Exported from Kazakhstan to China (hereinafter referred to as the Protocol).

II. Scope of Imported Products

Animal‑derived products mentioned in this Announcement refer to industrial‑use products manufactured from bovine and ovine bones and other raw materials through crushing, drying, cooking, rendering, spray‑drying and other processing technologies, including degreased bone pellets for industrial use, bone oil, peptone and so on.

III. Requirements for Production Establishments

Establishments engaged in the production and processing of animal‑derived products exported from Kazakhstan to China shall be approved by the competent authority of the Kazakh Side and recommended by the Kazakh Side to the Chinese Side. Those passing the assessment by the Chinese Side shall be granted registration. Production establishments shall satisfy the following requirements: (1) Establish sound veterinary health prevention systems and product traceability systems, and ensure production and processing activities comply with veterinary sanitary requirements; (2) Be equipped with facilities for production, processing, epidemic prevention and disinfection, sewage and waste disposal; (3) Have independent warehouses to store products destined for China, and adopt effective measures to prevent cross‑contamination, pest infestation and spoilage; (4) The whole production‑processing procedure shall be under effective supervision of the Kazakh Side.

The registration of a production establishment shall remain valid for five years. Six months before the registration expires, the Kazakh Side shall submit an application for renewal to the Chinese Side. Upon receipt of such application, the Chinese Side shall complete the renewal formalities in accordance with relevant procedures.

IV. Requirements for Imported Products

(I) Sanitary requirements for raw‑material sources

1. Animals providing raw materials shall have been born and raised in Kazakhstan for no less than six months and shall be healthy animals under effective supervision of the Kazakh Side.
2. No major animal diseases including anthrax, foot‑and‑mouth disease, peste des petits ruminants, rabies, sheep pox and goat pox have occurred within a radius of 50 kilometres around farms and slaughterhouses supplying the raw‑material animals over the past six months.
3. Raw‑material animals shall be slaughtered at slaughterhouses approved by the Kazakh Side, and pass ante‑mortem and post‑mortem quarantine with no clinical signs of infectious animal diseases.

(II) Production and processing requirements

1. Products shall be manufactured via thermal processing such as drying, cooking, rendering and spray‑drying. Thermal treatment shall ensure that the core temperature of products reaches no less than 120℃ for a minimum duration of 30 minutes.
2. If alternative processing technologies are adopted, such technologies shall be capable of completely inactivating foot‑and‑mouth disease virus and peste des petits ruminants virus, and shall be assessed and approved by the Chinese Side.
3. Industrial oil products shall be mixed with sufficient and evenly distributed industrial pigment so that finished products turn dark green.
4. The Kazakh Side shall supervise the whole processing chain effectively to guarantee continuous compliance with requirements on processing temperature, duration and industrial pigment addition.

V. Requirements for Packaging and Labelling

(1) Brand‑new packaging materials meeting veterinary‑health and public‑health standards shall be used. (2) Chinese‑English labels shall be printed directly on outer packages. Labelling information shall include product name, name and registration number of the production establishment, production date, and the conspicuous statement “NOT FOR HUMAN CONSUMPTION”.

VI. Requirements for Storage and Transportation

After packaging, products shall be stored and transported under clean conditions, with effective measures taken to avoid contamination during storage and transit.

VII. Pre‑export Inspection and Certification Requirements

(1) Animal‑derived products shall undergo inspection and quarantine carried out by the Kazakh Side. A health certificate shall be issued in accordance with the mutually agreed certificate template to certify that consignments satisfy requirements laid down in the Protocol. (2) Every consignment of animal‑derived products exported to China shall be accompanied by at least one original official health certificate.

VIII. Entry Inspection and Quarantine Requirements

(I) Quarantine approval

Where quarantine approval is required, importers shall complete relevant formalities and obtain the Quarantine Permit for Imported Animals and Plants in accordance with regulations.

(II) Documentation verification

1. For consignments subject to quarantine approval, verify whether the Quarantine Permit for Imported Animals and Plants is available;
2. Verify whether goods originate from registered production establishments;
3. Verify the authenticity and validity of health certificates.

(III) Goods inspection

China Customs shall conduct inspection and quarantine on Kazakhstan’s animal‑derived products exported to China in accordance with applicable laws, administrative regulations and rules as well as provisions of this Announcement. Goods passing inspection‑and‑quarantine shall be granted entry.

(IV) Disposal of non‑compliant consignments

Non‑compliant goods shall be handled in accordance with Chinese laws and regulations. For production establishments with serious or repeated non‑compliance incidents, the Chinese Side may impose measures such as intensified inspection‑and‑quarantine supervision or suspension of imports.

This Announcement is hereby issued.
